About Yellow Ribbon Fund

Every year about 9,000 ex-offenders are released from Singapore’s Prisons and Drug Rehabilitation Centre. But even after regaining their freedom, ex-offenders who sincerely wish to turn over a new leaf face uphill challenges. They may find it hard to get a job, or reconcile with family members who face a different set of challenges.
The Yellow Ribbon Fund (YRF) was started in 2004 to “unlock the second prison” by funding and supporting the development and implementation of rehabilitation and reintegration programmes for ex-offenders and their families. Since August 2004, YRF has been granted the Institute of Public Character (IPC) status.

Yellow Ribbon Fund Programmes

Programmes funded by the Yellow Ribbon Fund includes rehabilitation and reintegration programmes for ex-offenders and their families.

  • Reconnecting Families - To reconnect ex-offenders and their families, building a stable life for all involved

  • Financial Assistance - Provide immediate and quick financial support for ex-offenders, with financial difficulties.

  • Education & Training - Provides financial support for ex-offenders who want to continue their studies and upgrade their skills

  • Residential Support - Funds different voluntary welfare organisations and halfway houses to provide immediate, temporary shelters for ex-offenders who do not have suitable accommodation to return to upon their release.

  • Other Programmes - Funds calibrated rehabilitation programmes, to help ex-offenders overcome other challenges that they face.

Success Story

Madam Siti, a mother of two, lost the family’s sole breadwinner when her husband was incarcerated in November 2011. Besides this, she was suffering from high blood pressure, thyroid problems and childcare issues, making it difficult for her to find long-term employment. Unable to support her family, she turned to the YREF for financial support. Through YREF administrators, Madam Siti received financial aid within 48 hours to pay for her children’s childcare fees and groceries to provide food for her family.

About Hua Mei Centre

Hua Mei Centre for Successful Ageing, one of the four core initiatives of Tsao Foundation, is a one-stop, first-stop primary healthcare provider. We deliver team-managed medical, social, and psycho-emotional care primarily to adults aged 40 years and above living in the community. We also offer support and guidance to their caregivers. Being an integrated collective of various community aged care service models that the foundation has pioneered since 1993, HMCSA practice person-centred, holistic healthcare with the aim to enable individuals to optimize their health and well-being across the life course, and to age at home and in the community.
